No. It depends on what type of content you want to play. Fractals and the required agony resistance make ascended gear a requirement further up (and reward players with better loot tables at the top end). Raids, while beneficial to have as much bang for your buck, do not require ascended.

If you are in exotics stick to t1 and t2, t3 is very iffy you need at least some ascended, this is not only for stats but for AR, you cant get the amount of AR needed in t4 from exotics at all.
Ascended gear cost is around 6-7 months saving without using monthly chest for laurel's instead of other uses. Endless mystery cat tonic? There's 3 months. So basically better part of a year to purchase ascended gear/recipes and a random item or two for ONE character on your account when many of most players have multiple classes/alts like myself.
For example: Greatsword is always used in power builds so berserker ascended would cover that. Scepter can be condi or power so make a vipers and berserker ascended. Dagger can be healing, condi, or power so make a legendary dagger. Then I can gear my alts from my own armory as needed.YjTP.
